Our state Medicaid also has this requirement. Our paper claims are
built to report discharge hour "23" if no discharge hour is present on
the claim by using the following setup:

For Other Data Values, Use 23

For our 837 electronic claims; MT gave us a custom field to report
"2359" and the setup is below:

Subject: [MEDITECH-L] Discharge times for Outpatient Services
Hello,
Our state Medicaid (DSHS) apparently requires a discharge time on all
outpatient services. Since patients are typically seen in the lab or
radiology department and go home, no discharge time is ever entered by
ADM, and we have had someone in PFS manually entering a discharge time
on these accounts. Our PFS manager has asked me to post this question;
"Is there any way to create a custom report for outpatient claims where
the location is set at XXX (being LAB or RAD, for example) and the
discharge time is blank, to copy the ADM time over to the DIS time (or
ADM time plus 30 minutes, for example)". Does anyone have any ideas or
comments?
