Carla,

I didn't see any responses so I thought I would give it a shot.  This is 
untested so may not work.  

Magic math adds decimals when you use addition or multiplication and subtract 
when you use subtraction or division.  So you are essentially dividing (as an 
example) 114 by 2.54 which leaves you with no decimal places therefore your 
formatting of 2D gives a .00.

Give this a shot:
IFE=P(R,S,IF{([ANS,"my_cm_query"]|0^CM) 
CM*1.00^CM,CM/2.54:2D}^/[ANS%0,"my_in_query"]|0)^#
