What about addin a nurse order in the doctor dictionary only available in the 
OE module (this is based on the provider type).

We have 2 consults for the Social Worker (in OE). One is Social Serv Consult by 
RN (usually triggered by a query link in NUR) and Social Serv Consult by MD (if 
there is a physician's order).

Nursing is allowed the freedom to generate a consult to social services without 
a physician order.  Some triggers are done automatically via OA messaging and 
this works fine.  I support a facility that will not place a consult via OE due 
to the fact that an ordering physician must be tied to the consult.  They feel 
that this is falsifying the record since the consult was not ordered by the 
physician.  I do have a query on the CDS which asks if the consult is nurse 
driven or physician driven.  Any ideas on the matter???  What are other 
facilities doing to effectively communicate with the social worker?  TIA.
