Our hospital pays for the room, any travel expenses (flight, 41.5 cents per mile if driving, parking, taxi, etc), and about $50.00 per day for meals. I think your manager needs to get out of the office and notice the high price of travel.

Our policy per diem is ridiculously low. Our training is in Houston, TX and our per diem for analysts is $89/day to pay for our room, meals, parking, etc. We will get reimbursed at the IRS rate for taking our vehicle per mileage.
