We use Valco; Patient Access is responsible for scanning the order and
getting a complete order when necessary.  Our patients don't go to the
clinical area for testing until we have a signed, correct order.

After Registration of the patient - the original paper work goes with
the patient to the department for testing...

What in registration are you at your facility scanning...what are you
responsible for?  Does your HIM department still receive the original
physician orders and audit them...sending to physician if not completed?
Or is ADM department responsible for scanning the orders and following
up with the physician office's for complete orders?
