The Ohio State Board of Pharmacy has addressed this typing-in issue.  We
were required to add a symbol to the end of our user bar codes that is
not typable on any keyboard.  If you just type in the numbers, BMV will
not accept it.

Maybe I'll get blasted for this reply, but here it goes anyway:  
I have no problem in using barcodes and armbands to identify patients. 
However, I think the concept of using barcodes for employee
identification purposes in environments needing "security" is not a good
idea.  A barcode is nothing more than characters printed using a special
font.  If one knows what the barcode actually says, one can usually
manually type the information into the field as a substitute.  In other
words, you don't actually need your badge if you know what your barcode
contains.  

Here's something to think about that may be a little disturbing: If I
know your employee number, I can "trick" any barcode system into
thinking I'm you by mannually typing in your number.  So if I "borrow"
your employee badge for just a few seconds in the proximity of a barcode
scanner, I can theoretically steal your work identity by finding out
what your barcode contains.

Here's a test:
open Notepad, then scan your badge.  Now you'll know what your badge's
barcode has in it.  Mine has my employee number with leading zeros
padding it out to 10 characters.  We have another badge for use with
Pyxis PARx.  That barcode says (U)AMILLER.  If I forget my badges, I can
get by, once I get into the pharmacy (our employee badge also has a RFID
strip that unlocks the door).  

So, if barcodes are not good for employees, what should we be looking
at?  I guess RFID is the next big thing.  It would require proximity of
the badge to work.  Ostensibly, a device with a RFID reader could know
who you are as soon as your badge gets within RF range and you could
streamline any signon and verification processes.

Our policy is:
If an employee has forgotten their badge, they are supposed to go home
and get it. If the barcode on the badge for some reason won't scan, the
employee is to take the badge to the Pharmacy (after hours). The
pharmacist verifies that the badge won't scan and will give the user a
"dummy badge" to use until they can get a replacement. Then the
pharmacist will call the IT on call person to associate the dummy badge
to the user. During business hours, the user will call the IT department
to fix the problem.

It sound the idea of a duplicate might be good on the surface, but
might 
lead to
workarounds (such as nurses carrying copies of medication barcodes). 
When 
we do
pharmacist verification of medications that techs fill, we have the
ability 
to
use our computer key instead of a bar code on a badge.

I am not certain that this would work at you site, just a thought.
