Look at the cash out as a bargain.  If the employee takes vacation, they
collect the current rate and you also have to somehow replace them for
the time period.

To my way of thinking, earned hours are paid at the rate the employee
receives at the time the hours are used, unless policy states
otherwise.l Any possible savings to the institution would, it seems to
me, be outweighed by the employee dissatisfaction that would result from
such a strategy. 

We certainly wouldn't pay out sick time the rate the employee earned at
the time they accrued the sick hours. We don't pay Social Security
benefits based on the lowest annual income of the retiree. Etc. 

Or maybe this is just my union mentality kicking in! Sharon

I don't know if this is unique at our facility or not, but our employees
accrue PTO (paid time off) hours throughout the year.  An employee can
use this PTO as they need it or they can "cash" it in.  If they cash it
in, it is paid at their current rate of pay.  There's where the concern
lies....the PTO may have been earned at a lower rate of pay but paid at
a higher rate of pay because they can "cash" it in after an annual pay
raise.  Does anybody have any ideas how these earned hours could be paid
at the rate they were when they were accrued?
