Terry, we use Array's Task+ software for both of these uses.  We've have given 
all users access to initiate tasks to report problems such as PC/printer 
problems and to request biomed and plant ops workorders.  I have other types of 
tasks defined, but haven't rolled out to entire employee population (ex. KRONOS 
time adjustment requests). Hope this helps.
