Try
IFE=IF{"Y"'=[ANS,"EDMIMM21"]|0}
Remember that magig logic expressions return the LEFT HAND SIDE if they
are TRUE. In the statement you used
IFE=IF{[ANS,"EDMIMM21"]|0="N"}
the result is TRUE, but the LEFT HAND SIDE is "" if [ANS,"EDMIMM21"]|0
is left blank. Thus "" is returned which means FALSE. So although the
statement is TRUE, since the left hand side was returned, which equals "" if
[ANS,"EDMIMM21"]|0 is left blank, The statement still evaluates to FALSE and the
query is skipped.
IFE=IF{"Y"'=[ANS,"EDMIMM21"]|0} looks exactly the same, but if
[ANS,"EDMIMM21"]|0 is left blank, they the "Y" is returned and the statement
will still evaluate as TRUE.

I need the cursor to skip EDMIMM32 when EDMIMM21 is answered "Y". The attribute
I have on EDMIMM32 is skipping when EDMIMM21 is answered yes but it is also
causing the cursor to skip over EDMIMM32 if EDMIMM21 is not answered. How can I
make the cursor not skip EDMIMM32 if EDMIMM21 is blank?
The attributes I have tried on EDMIMM32:

and also tried:
