We have an OE ORDER for PHA category and the procedure is MSG (PHA MESSAGE) that clinical areas use to notify PHA they have an issue with a patient's meds.
This saves all the phone calls that prevented PHA staff from getting the
meds into the computer and to the floors. The MSG prints to the print
right next to the Pharmacist workstation.
There is a short OE PROC cds where the user documents the medication
issues.
A lot of this data defaults or skips based on logic.

different destination. Pha2 is the format that prints to PHA printer
when Nursing enters the PHA MSG into OE.
Pha4 is the amended PHA MSG from PHA dept that prints to the patient's
location. It has a print rule attached that says if the PRINT to NUR
query is Yes, print, else do not print...

I know this is just the opposite of what you wanted, ie. To not print if
it was amended or edited.
I can think of a few ways to try this:
1. Default a No to the OE CAT screen or proc screen for query PRINT TO
NUR.
Then this format would not print.

2. Use the logic of query response for PRINT TO NUR query in the custom
report format and then you do not need a rule.
3. Instead of using query responses, use the edit.event="order entered"
to print; do not print in the PRINT RULE logic.
4. Use the fields of edit.user,user,ord user,ord device, ord dept, ord
loc or ord st in your print rule to only print the first time the order
was entered by non dept users, status of TRN and not IPR or CMP whatever
is the criteria specific to your facilities needs.
5. Write the Print rule to look at order.date and time and today and
now, if the 4 variables do not match, do not print;do print
