It sounds like someone is trying to get out of doing their job. Leave
it in the maintenance department. Depending on the run, you may have to
penetrate a firewall and is I.T. going to be responsible for "caulking" the
penetration? Not knowing your facility and how often runs are made, you better
budget a F.T.E., especially if your facility does a lot of renovations. In
addition, you'll probably have to use an existing I.T. person to assist. Here,
the only responsibility I.T. has is to punch down both ends.

Our Buildings/Maintenance department handles our requests, but the work
is almost always handled by an outside contractor. I think I would
prefer it that way, their being more familiar with the plenum spaces and
potential conduit locations.
