Coral,

We use queries on the CDS with attributes that evaluate whether this is
the first time today that the query has been documented.  If so, we
default a response, skip and use the response-based billing.  Otherwise,
we just skip.  This way the user never has to worry with whether or not
it has already been charged today and we don't have to worry about them
changing the response.

Just be sure that these queries have a defined PCI section.  Otherwise,
if the user undoes documentation, the last filed response in ADM.PAT is
not updated.
