It is very simple.  Any of the Analysts (all who word in ICT) can
approve Meditech moving a change into TEST.  I have four senior analysts
and only they can approve moving changes into LIVE - one for
Administratives, one for Clincials, one for Nursing and one for
Financials.  (They cover each other for vacation.)
