I do not believe that point will ever be reached - but perhaps a critical mass around one side of the argument will form. This is one of the things I pointed out in the IRC meeting Tuesday, decisions are hard when there isn't agreement, so te question comes down to "if we're doing this, who will do the work?" If someone is paying for the work, they decide whether to budget for it or not (and come out publicly about that). If it's a volunteer effort, then knock yourself out, the only question is whether there is sufficient publicly accessible data to come up with a metric. Mailing list archives, Bugzilla data, forum posts and git commits are all out there, although not always in thea easiest form. If we get a dashboard of metrics up & running at some stage, querying that & synthesising to karma would certainly be possible as an independent, external project.
