Otherwise the submitter needs to download the RPM source, install it, expand it. He then has to modify the .spec file in order to put the patch in the correct place.

the kernel is kept in a quilt series.

you can get this from OBS or from the src.rpm

ideally, when you get your patch in the upstream kernel, it'll make it in kernel-dev as well.
