a) Because the package does not contain binaries, it should be noarch.

With these reasons we put originally these lines to spec:
BuildArch: noarch
ExclusiveArch: %{arm} noarch
Why there is noarch in ExclusiveArch as well is because otherwise these
two can't be used together (bug in OBS?).
