Now that Features are in CCB I'm sure it will be looked at, but without an
excepted feature it may not be accepted.
Yes, naturally the feature needs to be accepted first before allowing
u-boot in. Out of curiousity, CCB - (change control board), aren't
they first active when MM3 hits (features delivered/feature freeze in
some kind)
practically, CCB should start on MM1. The questions that they are
solving are different during different periods:
* from MM1 to MM3 ->  to add new features after planning complete or
remove already planned if needed.
* from MM3 till MM5 ->  prioritize bugfixes.

The roadmapping process for 1.2 has been rather invisible and I'm frankly not 
sure what's heads and tails
in our requirements currently. Or if the ship has already sailed for getting 
features in.
Unfortunately I'd agree, features preparation and planning process
didn't went as expected for 1.2... :(
Practically set of features for 1.2 already should be finalized (as we
already more than 1 month in development phase for 1.2) however, there
are still items that comes via change management process and we still
have some features adding or removing from 1.2 content.

Agreed, its best to just make the best case you can, especially if the work is already done.
