Fix urllib2 compatibility issue

I am using new version of image creator 0.22.2. created a local repository for
rpms. facing an issues of
"Error: failed to create image : <urlopen error [Errno 2] No such file or
directory: '/local repo path/LICENSE.txt'>"
while on previous version 0.21.1. it is working, any idea.
