This has nothing to do with translation, this has AFAIK the logic for 
displaying stuff the "right" way, i.e. from left to right :)
Looking at some other distros, it looks like the only one using it right now is 
emacs. I am not against dropping it, I would however want to know what is the 
alternative, maybe this functionality is available in pango and other libraries 
directly already?

Yeah, I know what it is, looks like a good candidate for dropping and Rob 
provided a good reason already: 

"Clutter-QT is unmaintained and doesn't work with glib 2.26  BMC#10276"
