Personally, I have no problems taking them in, and I do feel that a bug is not required for such cases. But there are no 'official' guidelines talking about such exceptions. I am basically trying to work out a compromise here with a 'metabug' and I cannot make alterations in the rules that have been already put down.
I would definitely support this, but it's up to Terence and the other release managers to decide upon such flexibility for exceptional situations.
