If an app requires 0.5.X, it has to specify Requires:telepathy-qt-1?

I don't know what you mean "one of the development packages is installed"

Then we really should be careful for this. Did you communicate this to apps 
owners? Are these apps required to move to new 0.5.X in 1.2 timeframe?
