Surely, if the issue describing the downgrade identifies other patches which 
will be included to maintain an appropriate level of quality, and that issue's 
been signed off appropriately; it can all be done under the same issue. The 
intent of the BMC entry is not to have one entry per commit, but one per some 
logical functional unit of work.

I don't have any say, but that's what I tell developers at work (where we have 
a similar requirement) and my interpretation of the intent.
