We don't have:
- mentoring program [1][2]
- new maintainer process [3] or guide [4]
- IRC training session [5]

IMHO, we don't know if someone if able to maintain package X or evaluate skills.

This issue has been resolved: the base packages devel project is devel:base.
De-facto, the maintainers are the project maintainers (Austin, etc...).

Indeed, every MeeGo OBS users could branch and submit an update to devel:base 
project.
For MeeGo community, I guess we need to open a bug report and attach a patch.
