This issue has been resolved: the base packages devel project is devel:base. De-facto, the maintainers are the project maintainers (Austin, etc...). Indeed, every MeeGo OBS users could branch and submit an update to devel:base project. For MeeGo community, I guess we need to open a bug report and attach a patch.
