I believe I've just resolved this and resubmitted as sr#12484.  If this isn't 
the change that was expected, please provide more detail as to what is expected.

To be clear:

* We aren't trying to fork libcreds.  The functionality in libcreds3 supersedes 
the functionality in libcreds2 and the API's are not interchangeable.
* Libcreds3 obsoletes all versions of libcreds2.
* Libcreds3 and libcreds2 should not both be installed on a system.
* The libcreds2-audit and libcreds2-tests will never have libcreds3 
alternatives.
