Agree. Before concluding to a removal request, I looked at both packages.
They're mostly similar. Here's the differences:
- libtdb provides tdb-tools package
- libtdb is 1.2.1
- libtdb-compat is 1.2.0
- according to spec file, libtdb is LGPLv3+
- according to spec file, libtdb-compat is LGPLv2

According to the spec file, there's a difference in the licences.
But if you take a look to the source code, there isn't any licensing changes
between 1.2.0 and 1.2.1
I noticed tools are GPL3 licensed, is it the problem you're talking about?
