1) Please follow the procedure here to get a new mailing list:

You can do it in a bug, too - just assign the bug to me, but make sure it has
the information requested in the link above.
2) We'll add the list to gmane (like all of our other lists) and you can get
the list as an RSS feed. Here's an example of the current QA RSS feeds from
gmane:
