I can't tell why bug#12499 was blocked, but the notes indicate this issue 
appears to be related to deprecated platform and firmware version and is not 
qa-tools related.

I'd guess someone yet again wrote something to bugzilla that (s)he
shouldn't have and the bug got closed from the public audience. This
seems to happen from time to time and is a bit frustrating. especially
in cases like this when you're told that "x is broken, it depends on y
and we're not going tell you what y is". This really isn't the way to do
this :(
