1) For which products is the Internal_Group flag available? I'd sometimes like to set it when information has leaked and when it's not a code issue that would justify moving it to Security, but sometimes the Internal_Group checkbox is not shown on show_bug.cgi.
2) I propose to enable the option for admins to mark comments as private. I've stated before that either making the complete bug report inaccessible or nothing is not very fine-grained, especially when there is one comment that is inappropriate while the rest of the bug report is totally fine and valid.
