Make sure the guile-dev package is installed.

(You might consider upgrading to debian unstable, which has for example the latest libctl as a built-in package. The libctl in Debian sarge is too old for Meep.)

Actually, I would like to run Meep from the C++ interface, so I don't
think I need Guile (is this right?).  Is there a way to run ./configure
so that it configures a "c++" version of Meep?

You can configure --without-libctl to install only the C++ library. However, I strongly recommend trying the libctl interface first (for one thing, it is much better documented, and having used both I find the libctl interface much more convenient).
