As explained in the MEEP introduction, FDTD is governed by the Courant stability criteria \delta t = S \delta x (where the speed of light is taken to be unity). Hence, the temporal resolution is governed by the spatial resolution as you have discovered. Only the spatial resolution and S (by default 0.5) can be altered in MEEP.
