Not quite. material-function can return dispersive materials, but the same polarization (differing at most in sigma) must be present in some ordinary object somewhere.
(It's okay if this object is hidden. So, for example, you can create a hidden object (behind some other object) that has the dispersive function you want, and then your material-functions can return this polarization as well.)
I should probably document this somewhere...
