You can just give a slab of negative permittivity to make a mirror.  A 
perfect metal is just a permittivity that goes to negative infinity.

(Be sure to turn off epsilon averaging, since that doesn't currently work 
with negative permittivities.)

Of course, there are lots of other ways to make mirrors, too, e.g. you 
could make a photonic crystal.  This has nothing to do with Meep per se, 
and is just a question of electromagnetism.

As for complex permittivities, you can specify these in Meep using a 
dispersive material.  This is useful if you want a mirror with absorption 
loss, but not if you want a lossless mirror.
