There is really no problem with meep here. There must be a discontinuity of the electric field around r=0 , since the field varies as exp(i*m*phi) which implies a change of sign of the electric field around r=0. Therefore a discontinuity must exist, and as the resolution is increased, the radial field component indeed converges to zero at r=0.
