An annular grating is not a periodic structure, so your computational cell can't use periodic boundaries as you say---you must just make your computational cell big enough to include enough annular layers. If the are circular layers AND your sources have cylindrical symmetry (not point sources, unless they are at the origin), you can speed things up by using cylindrical coordinates.
