A time-domain simulation is a really inefficient way to do electrostatics calculations; you are usually much better off solving Poisson's equation (or whatever) directly. Realize that no field in FDTD is truly static in any case, because you start at time=0 with zero fields and then you have to turn them on somehow. In Meep, probably the best you can do is to use a source with a very low frequency and a gradual turn-on (specified by the "width" parameter of the continuous-src).
