That's correct. However, the next release of Meep will include scalar-permeability support (and also scalar electric and magnetic conductivities), and via that you should be able to have PMCs (mu = -infinity).
Hopefully, we will release Meep 0.2 within the next couple of weeks, pending one bug we are ironing out now.
