Probably this means that you are not in the correct directory. The above commands assume that you have changed directory into the meep directory, where the configure script is located. I would recommend that you get some help from somewhat at your institution who understands Unix. It sounds like you are typing the commands blindly, with no idea of what they do, and that is asking for trouble.
