Currently, at least one of the objects in the geometry must have mu !=  
1 in order for Meep to realize that it has to use mu at all.  As a  
workaround, just add an object of zero size (or an object underneath  
another object, etc.) to the geometry having a mu != 1, and then your  
material function should work.
