Whoops, my fault -- I forgot to document this feature in the manual. It should be fixed now (see the reference section of the manual).

In Meep 0.10, you could only add Lorentzian polarization terms to the dielectric constant, so there was only one property "polarizations" that you could set.

In Meep 0.20, we added the capability to use dispersive epsilon and mu. So, I changed it so that there are two properties of the medium that you can set, "E-polarizations" and "H-polarizations". Both of these work just like the old "polarizations" property, but the former is for epsilon and the latter is for mu.

The old "polarizations" property is now a synonym for "E- polarizations", for backwards compatibility.
