Yes, you can set both phase and time offsets.
The amplitude can be a complex number, as can the amp-func function
result, so you can set the phase that way. (In Scheme, a complex
number is specfied as e.g. 3+4i --- complex numbers are a first-class
type in Scheme.)
In the various src-time classes (e.g. continuous-src, gaussian-src),
there is a start-time parameter that determines when the source starts.
