the permittivity has to be established from experimental (or
quantum-mechanical) sources, see for instance

This graph may be easily converted to numerical data using Engauge or
similar program.

Then I fit the curve manually by one (or few more) Lorentzian
oscillators for the spectral region of interest. I put some
interesting spectra on the page http://fzu.cz/~dominecf/misc/eps/,
where also the data for the materials may be downloaded. But it will
be surely easy to build a Lorentzian model for the photovoltaic
materials.
