Meep's near to far field transformation is based on the principal of equivalence: given the Fourier-transformed fields on the "near" surface, Meep computes the equivalent currents and convolves them with the analytical Green's functions in order to compute the fields at any desired point in the "far" region. Details are described in Section 4.2.1 of our book, which is freely available at https://arxiv.org/abs/1301.5366. This is similar to the "Surface Equivalence Theorem" described in Taflove's book (section 8.4, 3rd ed.).
