Hi sir Laxman Kumar Meena, Your question seems very strange to me. Please where is it mentioned that MEEP or FDTD in general can not treat materials with negative values of permittivity?
I do know that Meep can simulate metals like Gold or Silver using their Drude or Lorentz-Drude models of permittivity. Witting these models, Some values of incident frequency lead to negative values of permittivity. I have made some simulations of plasmon properties of nano-silver using its Drude model. So, you can also do it.
