Wavelength of THz radiation is in the range of 100 micrometer. This means that a structure having dimensions of micrometers is much smaller, than the wavelength, hence it can be perfectly well handled with effective medium approximation. No need for FDTD at all, the calculation takes seconds with simple analytic formuli.
