The idea is that moving the scrollbar moves at least one of the panes at a constant velocity. It's just not the same pane all the time as it is currently. So in places where there are mismatches in the number of lines, the smaller diff slows down, regardless of which "side" it is on. In this case the single line file remains stationary for most of the scrollbar range.
