I've uploaded a new installer for Windows:
https://code.google.com/p/meld-installer/ for this release.  Note that
sometime this year, I'll be moving this to SourceForge (
https://sourceforge.net/projects/meldinstaller/) since Google Code has
decided<http://google-opensource.blogspot.com/2013/05/a-change-to-google-code-download-service.html>to
axe downloads and GitHub had done the same even before I started this
project.
