The City of Lake Forest operates as a contract city. I have been tasked with the duty to develop a "Contract Administration" policy and procedures manual. This would include items like rfp process, performance evaluation of contractors/consultants, when to rebid services, etc. If anyone has something like this or parts of it I would appreciate a copy.
