Well, we're bringing in more than $250,000 per year in franchise fees.  
Plus $1.5 Million among 5 agencies for PEG broadcasts. So I definitely think

the consultant process is worth the effort!

My former employer has spent a bundle on consulting and has little to show
for it. The key issue now is whether cities really make money on cable
franchises and expand the base of franchise fee collection and assure their
citizens open internet  service provider access. Too many seem to be
preoccupied with local cable access including making large investments in
local TV programming centers. From my perspective technology has passed that
