The League did an analysis of the
original "Smart" plan. I'd suggest taking a look at that
document.
Since then, Connell has revised her
plan and there's a new version (referred to as "Smarter"). Our review of
the first edition concluded that it was not very interesting and somewhat "dumb"
from the City perspective.

I have been out of touch
with the CSMFO email listing for awhile. Has anyone brought up the SMART plan
from Kathleen Connell or does anyone have an opinion or more information that
they would like to share with me.
Would this eliminate any
chance of getting the ERAF portion back? How would electronic commerce
affect this plan?
Is there support for this
plan? Would Counties would get a majority of this surplus distribution?
