We are a special district (water and sewer utility). Our fiscal year is calendar. We are presenting the final 2000 Annual Financial Plan to our Board on December 21st for adoption. However, we have new members on our Board who are causing us alot of grief and one of the things we fear is that they won't adopt the 2000 budget. Does anyone know if we have the authority to spend if we do not have an adopted budget? Thanks for your input.
